A Decision Most Organizations Get Wrong Before They Start

The build vs. buy question has existed in enterprise technology for decades. For most of that history, the decision framework was relatively stable: build when the capability is core to your competitive differentiation, buy when it is commodity infrastructure. Apply that logic to AI, and a lot of organizations end up building, because AI feels strategic, feels differentiating, feels like the kind of thing that should live inside the company rather than be handed to a vendor.

The data says that reasoning is leading most organizations to the wrong answer.

MIT's GenAI Divide: State of AI in Business 2025, one of the most comprehensive analyses of enterprise AI deployment produced to date, found that external vendor partnerships and co-builds succeed roughly 67% of the time. Fully internal builds succeed at approximately half that rate. Among the 95% of enterprise AI pilots that fail to deliver measurable P&L impact, the research is direct: the divide is not driven by model quality or regulation. It is determined by approach. And the approach that consistently underperforms is the one that starts with internal development.

This does not mean building is always wrong. But it does mean the default assumption that internal builds produce better outcomes because they give you control, customization, and strategic ownership is not supported by the evidence. The calculus has shifted, and C-suite leaders who have not updated their build vs. buy framework are working from assumptions that no longer reflect how enterprise AI actually gets deployed.

Why Internal Builds Are Failing at Scale

The appeal of building internally is understandable. You own the IP. You control the roadmap. You are not dependent on a vendor's pricing decisions, support model, or product direction. For organizations with strong technical teams and mature data infrastructure, these arguments have real merit.

The problem is that most organizations are underestimating what building actually requires in the current AI environment, and the gap between what they expect and what they encounter is where projects go to stall.

Internal teams frequently underestimate integration costs. Building a functioning AI model in a controlled environment is tractable. Deploying it into a production enterprise environment that includes legacy systems, fragmented data pipelines, compliance requirements, and users who need to actually adopt the tool is a different project entirely. Organizations that choose to build are making an implicit bet that they can recruit and retain the specialized talent required not just to build the initial system, but to maintain, improve, and govern it over time. In a market where 70% of senior AI talent gets absorbed by a handful of frontier technology companies, that bet is structurally difficult to win for most mid-market and enterprise organizations.

The pace of change creates a third structural disadvantage. The AI skills required to build a production system today are not the same skills that will be required to maintain and evolve it 18 months from now. AI tools, frameworks, and underlying models are changing faster than most enterprise technology cycles can accommodate. Organizations that have built internal AI systems are discovering that their implementations require near-continuous rebuilding to remain current, a maintenance burden most did not account for when the initial business case was made.

The Hidden Costs That Compound Over Time

A useful benchmark from Rebase's analysis of enterprise AI spending in 2026 is that custom development typically consumes 25 to 35% of an organization's total AI budget. This is the engineering time spent building bespoke solutions: custom RAG pipelines, custom agent frameworks, custom integrations, custom governance layers. Each team often builds its own version because no shared infrastructure exists. A mid-size enterprise running five AI point tools can spend between $500,000 and $2 million annually on licenses alone, before accounting for the integration costs required to make them work together.

Those costs do not stay flat. They escalate as complexity grows, as the number of agents and integrations multiplies, and as governance requirements tighten. The organizations reporting the clearest ROI from AI are not the ones that built the most custom infrastructure. They are the ones that made deliberate decisions about where to build, where to buy, and where to partner, and then governed that portfolio with the same discipline they would apply to any other major capital allocation.

When Buying Makes Sense and When It Does Not

The MIT research makes a clear case for vendor partnerships in most enterprise AI scenarios, but it is worth being precise about what that means. Buying does not mean purchasing off-the-shelf software and assuming it will integrate cleanly with your existing systems and workflows. That approach has its own failure modes, including the vendor lock-in that makes 73.8% of enterprise organizations consider switching AI vendors between 2025 and 2028, according to Futurum Group's 2026 Enterprise Software Decision Maker Survey.

Buying in the context that outperforms internal builds means selecting tools from specialized vendors that have deep domain expertise in the specific workflows you are trying to automate, that integrate natively with the data environments where your information already lives, and that come with implementation support designed for enterprise production conditions rather than demo environments.

This distinction matters because many organizations that have had poor experiences with vendor-led AI implementations were not buying the wrong category of solution. They were buying from vendors who had great demo environments and weak production support, or selecting tools based on feature lists rather than workflow fit.

The right questions when evaluating a vendor are not primarily about model capability. They are about integration architecture, governance frameworks, time-to-production track record across comparable enterprise environments, and the degree to which the vendor's implementation model is designed to transfer capability to your organization rather than create dependency on their services.

The Cases Where Building Still Makes Sense

There are specific scenarios where building internally remains the stronger choice, and getting this right matters as much as identifying when to buy.

If the AI capability you are building is genuinely core to your competitive differentiation, meaning it is something your competitors cannot replicate by buying the same tool, building is worth the investment. Financial institutions building proprietary risk models trained on their own historical data, healthcare organizations building clinical decision support tools on proprietary patient datasets, and logistics companies building routing optimization systems on their own network data all have legitimate cases for internal development. The differentiation is real and the IP has durable value.

Building also makes sense when your regulatory environment makes external data processing untenable. KPMG's AI Pulse Survey found data privacy as a barrier to AI adoption jumped from 53% to 77% between Q1 and Q4 of 2025. For organizations in highly regulated sectors, the ability to run AI on-premise, over their own data, inside their own security model is not a preference. It is a requirement. In those environments, the buy vs. build calculus shifts materially toward building or toward hybrid architectures that keep sensitive data processing internal while leveraging vendor capabilities for less sensitive functions.

The Emerging Consensus: Hybrid Models Win

The most consistent finding across enterprise AI research in 2025 and 2026 is that the organizations achieving the strongest outcomes are not choosing strictly between build and buy. They are designing hybrid models that capture the advantages of each while mitigating the risks.

In practice, this means using specialized vendor platforms for the AI capabilities where depth of domain expertise and speed to production matter most, maintaining internal ownership of data infrastructure and governance, and building bespoke internal solutions only for the use cases where genuine proprietary advantage justifies the investment.

A16z's survey of 100 enterprise CIOs found that the primary reason buyers prefer AI-native vendors is their faster innovation rate, with companies built around AI from the ground up consistently outperforming incumbents who retrofit AI onto existing products. This preference is influencing how enterprise AI procurement decisions are being made: 66% of enterprises now favor a platform-first approach, according to Futurum Group, with 41% actively planning to consolidate their AI application stacks.

TechCrunch's survey of enterprise-focused VCs found that 2026 is shaping up as the year enterprises stop testing multiple tools for single use cases and start concentrating their investments. Databricks Ventures' Andrew Ferguson framed the shift directly: organizations that have seen real proof points from AI will cut experimental spend, rationalize overlapping tools, and redirect savings into the technologies that have actually delivered. This consolidation is already underway, and it is accelerating the separation between organizations that have made deliberate build vs. buy decisions and those still managing a fragmented portfolio of experiments.

The Framework That Actually Works

The build vs. buy decision for enterprise AI is not a one-time call. It is a recurring strategic question that needs to be answered at the use case level, not at the organizational level.

For each AI initiative, the relevant variables are: whether the capability is genuinely proprietary or available through specialized vendors, whether you have the talent to build and maintain it at the pace AI is evolving, whether your data environment can support a production-grade vendor deployment, and whether the timeline for internal development is compatible with the competitive and operational window your business is working within.

The organizations that consistently make this decision well do not default to build because they have an engineering team or default to buy because they do not. They evaluate each use case against these variables, make the call deliberately, and then execute with the same rigor that any other major operational investment would receive.

What the MIT data and the broader body of enterprise AI research are telling leaders in 2026 is that the instinct to build internally, while understandable, is costing organizations time, money, and competitive position at a rate that the business case for control and customization rarely justifies. The question is not whether to cede strategic control to vendors. It is whether you are being honest about what building actually costs and what it realistically delivers.

For most organizations, that honest accounting points toward a much more selective build posture, a more deliberate vendor selection process, and a recognition that the competitive advantage in enterprise AI is not coming from who built their own models. It is coming from who got the right capabilities into production the fastest and governed them well enough to keep them there.
